Routine-Scoped Policy
A Routine-Scoped Policy is a Policy that applies only within a specified Routine, the counterpart to a Persistent Policy that applies agent-wide.
Routine-Scoped Policies localise rules to the context where they belong. A refund-Routine carries refund-specific Policies that do not apply elsewhere. A KYC-Routine carries KYC-specific Policies. The class keeps the policy library navigable and ownership clear: the domain expert who owns the Routine owns its scoped Policies. The class is enforced at Routine entry and through the Routine's traversal. A Routine-Scoped Policy fires only when the agent is inside its Routine, and ceases evaluation when traversal leaves. Routine-Scoped and Persistent Policies coexist on every decision; conflicts resolve through authored Priorities.
