Human Governance Gate
The Human Governance Gate is the named checkpoint at which every refinement proposed by the autonomous improvement loop is reviewed by an accountable human before it merges into the live policy library.
Autonomous improvement without a human gate is unsupervised drift. Human gate without autonomous improvement is manual editing at production scale. The Human Governance Gate is the named checkpoint that makes the loop safe and scalable at once.
The gate is structural. Every refinement proposal Co-Pilot drafts enters the gate (see Refinement Proposal). The reviewer is a domain expert authorised to govern the affected policy area. The decision options are accept, reject, modify and re-propose. The audit trail is preserved.
The gate is the load-bearing reason the autonomous improvement loop can run continuously without producing regressions. It is also the reason a regulator can ask "who approved this policy change" and receive a named answer.
Critical policies (see Policy Criticality) carry stricter gate conditions. The gate exists for every refinement regardless of criticality.
