Policy Library
The Policy Library is the operator's authored estate of Prompts, Policies, Routines, Glossary entries, Macros, Variables, Tools, and Knowledge Base, governed centrally and owned distributedly across the domain experts who authored them.
The Policy Library is the compounding asset of AI Operations. It is one estate, not many. Centralised Governance means the library is governed as a single body of authored behaviour, with a named AI Operations Lead accountable. Distributed Ownership means each Policy, Routine, and Macro has a domain-expert owner who authored it and is accountable for its quality. The library compounds when the five architectural requirements hold: traceability records what the library produced, deterministic enforcement makes the library reliable, EvalOps measures its behaviour, the autonomous improvement loop refines it under human governance, and sovereignty by construction makes the library safe to grow. The library is exportable. It is the operator's asset.
