Centralised Governance
Centralised Governance is the operating principle that the policy library is governed as one estate, under one set of standards, with one accountable function, regardless of how many domain experts author into it.
Governance lives at the centre. The estate is the policy library. The function is the AI Operations Lead.
Centralised Governance is distinct from centralised authoring. Authoring is distributed (see Distributed Ownership). What is centralised is the standard: how policies are versioned, how criticality is assigned (see Policy Criticality), how refinement proposals pass the human governance gate (see Human Governance Gate), how the evaluation suite is composed.
The pattern exists because authored libraries decay in proportion to how many ungoverned authors touch them. Without centralised governance, the library fragments into dialect by team. With it, the library reads as one coherent estate.
Procurement diligence focuses here. A library without one accountable governance function is not Production AI.
