Distributed Ownership
Distributed Ownership is the operating principle that the domain experts who author the policies own them across their lifecycle, while the central function governs the standard under which all authors operate.
Ownership lives at the edge. The owners are the domain experts. The unit of ownership is the policy, the routine, or the macro the expert authored.
Distributed Ownership is the other half of the governance pattern. Centralised Governance sets the standard. Distributed Ownership sets the accountability for the content. The two compose. Neither stands alone.
The pattern works because authored AI captures domain decisions, and domain decisions belong to the people who make them in production. A central team that authors all policies loses fidelity within months. A federation of authoring teams with no central standard fragments within weeks. Distributed Ownership under Centralised Governance holds both lines.
Practically, every policy in the library has a named owner, a named governance contact, and a named evaluator.
