Refinement Proposal
A Refinement Proposal is the artefact Co-Pilot drafts and a domain expert reviews, the unit of the autonomous improvement loop, gated by the Human Governance Gate before any merge into the live policy library.
The autonomous improvement loop produces a stream of proposals. Each proposal is a Refinement Proposal: a structured artefact that names the policy or routine in scope, the production traces that motivated the proposal, the proposed change, and the evidence base.
Co-Pilot drafts the proposal. The domain expert who owns the affected policy reviews it. The decision options at the Human Governance Gate are accept, reject, or modify and re-propose. The decision and the rationale are preserved alongside the proposal as part of the trace.
The proposal is the unit because the alternative, unstructured drift, breaks governance. Every change to the live policy library can be traced back to a proposal, a reviewer, and a decision.
Refinement Proposals accumulate as a second-order artefact in the policy library. They are the record of how the library learned.
