Sovereignty by Construction
Architectural requirement 5 of an Interactive Agent. Sovereignty by Construction means sovereignty is enforced through the architecture of the InteractiveAI Platform, not declared through residency policy alone.
Sovereignty by Construction is architectural, not residency-only. It covers five surfaces. Deployment topology: the platform deploys inside the operator's sovereignty envelope. Model routing: the Universal Router selects models against operator-authored Priorities that include jurisdiction, routing every decision inside the sovereignty envelope and never outside it. Data residency: production traces, agent memory, and the policy library reside where the operator declares. Tenant isolation: no cross-tenant leakage at the data, policy, or trace layer. Authored library exportability: the operator's policy library is the operator's asset and is exportable on the operator's terms. Sovereignty is constructed at the architectural level so that compliance attestation is anchored in the architecture, not asserted in a clause alone.
